Or rather, Photoshop, and some homemade filters :)
I made some photoshop macros that save me a lot of time, but basically its a lot of digital manipulation, a lot of images I cribbed (I consider "Fair Use" under copyright laws, since they end up nothing like what they begun as) and some old fashion mouse stroking. I've a wacom tablet too.
